What You’ll Do

As a Technical Project Manager (TPM) you will need excellent customer interfacing and communication skills to oversee the successful planning, execution, and delivery of technology solutions for a local government application. The TPM will work closely with stakeholders, development teams, and external partners to ensure projects are completed on time, within scope, and in compliance with all relevant regulations and standards. 

Responsibilities will include but are not limited to

  • Project Planning and Execution: Lead the planning, coordination, and execution of technical projects, ensuring alignment with business objectives, budget, timeline, and regulatory requirements. Develop and maintain detailed project plans, including timelines, resources, milestones, and deliverables. 

  • Customer and Stakeholder Communication: Act as the primary point of contact for government clients and stakeholders, ensuring their needs and expectations are met throughout the project lifecycle. Regularly communicate project progress, risks, and issues to stakeholders, ensuring they remain informed and involved. 

  • Requirements Gathering: Work closely with customers, business analysts, and product managers to gather, define, and document technical and functional requirements. Translate these into actionable plans for the development team. 

  • Cross-functional Team Coordination: Collaborate with development, QA, design, DevOps, and other internal teams to ensure smooth execution of the project. Facilitate regular meetings, including sprint planning, daily stand-ups, and retrospectives, to ensure team alignment and project progress. 

  • Risk Management and Mitigation: Proactively identify project risks, including technical, operational, and customer-related issues. Develop and implement strategies to address potential roadblocks and ensure successful project delivery. 

  • Budget and Resource Management: Manage project resources, track other-direct-cost expenditures, and ensure resources are allocated efficiently. Work with leadership to optimize resource utilization and ensure the project is delivered within budget and timelines. 

  • Quality Assurance and Compliance: Ensure that all technical solutions comply with local government standards, regulations, and security requirements (e.g., HIPAA, FISMA). Oversee quality assurance processes to ensure the final product meets customer expectations and performs as intended. 

  • Client Relationship Management: Build and maintain strong, positive relationships with government clients, ensuring high customer satisfaction throughout the project lifecycle. Address client concerns and requests in a timely manner, offering effective solutions and setting realistic expectations. 

  • Change Management: Manage project scope changes effectively. Assess the impact of scope changes on resources, timelines, and budgets, and collaborate with stakeholders to define and implement any necessary adjustments. 

  • Documentation and Reporting: Maintain thorough project documentation, including status reports, meeting notes, timelines, and risk logs. Prepare regular progress reports for internal and external stakeholders, ensuring transparency and accountability. 

  • Post-Delivery Support: Assist in the transition from development to operational deployment, ensuring that all necessary support, training, and documentation are provided. Oversee post-launch activities, including bug fixes, performance tuning, and customer feedback collection. 

What You’ll Need: 

  • Experience: 5+ years of experience in project management, with a focus on managing technology projects, ideally for government or public sector clients. Experience with agile methodologies and project management tools (e.g., JIRA, Microsoft Project, Asana, Trello). 

  • Technical Knowledge: Strong understanding of software development processes, including back-end, front-end, and DevOps. Familiarity with cloud platforms (AWS, Azure, Google Cloud), databases, and security best practices. Knowledge of government-specific technologies and frameworks is a plus. 

  • Customer Interfacing Skills: Exceptional communication skills with the ability to effectively manage client relationships, understand their needs, and articulate complex technical concepts to non-technical stakeholders. 

  • Leadership Skills: Proven ability to lead cross-functional teams, motivate team members, and drive results in a collaborative, fast-paced environment. Strong decision-making and problem-solving abilities. 

  • Agile and Waterfall Methodologies: Experience managing projects using Agile, Scrum, or Waterfall methodologies, with the ability to adapt to the needs of the project and client. Scrum Master certification is a plus. 

  • Project Management Certifications: PMP (Project Management Professional), Scrum Master, or similar project management certifications preferred. 

  • Risk and Issue Management: Experience in identifying, assessing, and managing project risks and issues. Ability to foresee potential challenges and take proactive steps to mitigate risks. 

  • Time and Budget Management: Strong skills in managing project timelines and resources, ensuring projects are completed within scope, on time, and within budget. 

  • Security and Compliance Awareness: Familiarity with regulatory frameworks and compliance requirements specific to local government and public sector applications (e.g., FISMA, HIPAA). 

  • Problem-Solving and Critical Thinking: Excellent analytical and problem-solving abilities, with the capability to identify issues early and find solutions quickly. 

  • Team Collaboration: Strong team player with excellent interpersonal and conflict resolution skills. Ability to work effectively in a cross-functional team environment. 

Nice-to-Have Skills

  • Government Experience: Prior experience working on local or federal government projects or understanding the unique requirements and regulations for public sector applications is very helpful. 

  • Technical Background: A technical background or experience in software development, database management, or systems architecture is a plus, enabling deeper understanding of technical challenges and solutions. 

  • Cloud Technologies: Familiarity with cloud infrastructure and deployment in public sector applications, including familiarity with cloud governance and security standards. 

  • Knowledge of Local Government Processes: Understanding of the unique needs, challenges, and workflows within local government organizations, including compliance, regulatory requirements, and political sensitivities.
