What You’ll Do:

Navitas is seeking an experienced Applications Development Expert to lead the design, development, and delivery of enterprise-level applications that support public sector modernization initiatives. This individual will serve as a technical leader, collaborating across agile teams, and shaping scalable solutions in environments such as SNAP, TANF, Medicaid, Child Support, and Integrated Eligibility Systems (IES). The ideal candidate will have deep expertise in full-stack development, enterprise architecture, and Agile delivery in cloud-native environments.

Responsibilities will include but are not limited to:
  • Design enterprise-level applications and custom integration solutions including major enhancements and interfaces.
  • Provide strategic guidance on cross-business application integration and enterprise solution planning.
  • Plan, design, and develop complex software solutions using modern software engineering practices.
  • Assist in resolving the most challenging support and production issues.
  • Develop programming standards, reusable code architectures, and best practices.
  • Apply modern development methodologies and ensure consistency across project teams.
  • Research emerging technologies and recommend their applicability to business needs.
  • Act as an internal consultant, advocate, and mentor to technical staff.
  • Provide hands-on technical leadership across full-stack development, QA, DevOps, and data integration teams.
  • Oversee architecture and implementation of scalable solutions in Java, .NET, or hybrid stacks.
  • Drive development efforts across multiple Agile teams, ensuring quality and timely delivery.
  • Lead API-first and microservices design integrated with eligibility, payments, and external systems.
  • Translate business requirements into actionable technical implementation plans.
  • Guide the development of rules engines, reconciliation logic, and inter-agency data exchange.
  • Mentor junior engineers and enforce standards for code quality, documentation, and DevSecOps.
  • Align application development with infrastructure automation and CI/CD pipelines.
  • Ensure 508 compliance, performance tuning, and data security for benefit programs.
  • Participate in architecture review boards and advise on modernization and technology roadmaps.
What You’ll Need:
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field. (Master’s degree preferred)
  • 10+ years in software engineering with 5+ years in a technical leadership or engineering management role.
  • Demonstrated leadership of enterprise-level application development teams in the public sector.
  • Hands-on full-stack experience with Java, .NET, Spring Boot, Angular, React, and REST API development.
  • Strong experience in data integration, ETL (Informatica), Aurora/PostgreSQL, and messaging frameworks.
  • Proven expertise with AWS services (Lambda, S3, Aurora, ECS, CloudWatch) and containerization (Docker/Kubernetes).
  • Experience in modern Agile delivery environments involving multiple vendors or agencies.
  • Deep understanding of eligibility systems and public sector programs (SNAP, TANF, Medicaid, Child Support, IES).
  • Knowledge of data privacy, 508 compliance, and regulatory alignment in state or federal systems.
  • Excellent problem-solving, communication, and stakeholder engagement skills.
  • At least 7 years of overall IT experience.
  • At least 5 years of specialized experience related to subject matter expertise in HHS or IT systems.
