Who We Are:
Since our inception back in 2006, Navitas has grown to be an industry leader in the digital transformation space, and we’ve served as trusted advisors supporting our client base within the commercial, federal, and state and local markets.

What We Do:
At our very core, we’re a group of problem solvers providing our award-winning technology solutions to drive digital acceleration for our customers! With proven solutions, award-winning technologies, and a team of expert problem solvers, Navitas has consistently empowered customers to use technology as a competitive advantage and deliver cutting-edge transformative solutions.

What You’ll Do:
Navitas Business Consulting is delivering Zero Trust implementation services to USCIS, aligned to the CISA Zero Trust Maturity Model (ZTMM) v2.0, NIST SP 800-207, OMB M-22-09 and EO 14028. The Device Pillar SME owns the device pillar end to end: from defining what "Advanced" and "Optimal" maturity levels mean for the agency, to spearheading strategies to improve device zero trust maturity through cross-functional and cross-pillar initiatives to improve device security.  This candidate will work with agency device tools such as MDM (Intune, JAMF, Workforce one), EDR (CrowdStrike, Red Canary), and other endpoint security tools to improve security, audit compliance, and enforce compliance and restrict access to resources based on device posture.
The role sits at the seam of multiple customer groups including Windows / Mac / iOS device control, ICAM systems, SIEM/SOC stake holders, and agency leadership.  Strong documentation, briefing, and communications skills will be leveraged to coordinate with multiple client groups to effect required outcomes.
The work today spans:
  • Device pillar maturity: rebaselined requirements and KPIs across 8 functions (policy enforcement and compliance monitoring, asset and supply chain risk management, Resource Access, Device Threat Protection, Visibility and Analytics, Automation and Orchestration, Governance) and 4 maturity tiers.
  • Enterprise Device Policy Enforcement Program: Leading an initiative to assess device compliance from monitoring tools and enforce compliance by automated means or requiring user action with increasing access restrictions for non-compliance.
  • DLP modernization: a phased Zscaler data protection rollout (Endpoint, Email, Inline Web, GenAI) replacing a legacy DLP toolset, with SIEM integration.
  • Tool Opportunity Analyses:  Continual assessment of the tool landscape to identify efficiencies, underutilized features, overlaps, and gaps.
Responsibilities will include but are not limited to:
  • Device pillar strategy and maturity (about 30%)
    • Own the agency device pillar maturity baseline against CISA ZTMM v2.0; maintain requirements, KPIs and tier exit criteria for all 8 device functions.
    • Run evidence-based maturity assessments: define scoring rules, collect dated artifacts, separate owned vs. shared vs. inherited controls, and defend scores with system owners.
    • Translate the maturity roadmap into sequenced work packages, milestone gates and measurable targets.
    • Lead a data-source census so coverage metrics have an authoritative denominator.
  • Enterprise device governance: MDM (about 35%)
    • Assess and enforce device policy compliance
    • Work with the device platform team on expansion of Intune functionality from other tools (SCCM,ect)
    • Map ZT maturity requirements to actual sate metrics to evaluate quantitative maturity scores traceable to why scores are what they are and how to improve
    • Partner with multiple tool stake holders to champion cross-functional enterprise strategies to improve device security and zero trust maturity
    • Work with ICAM systems to ensure real time device posture assessment attributes are used in the resource access decisions
    • Design solutions to integrate data from policy auditing points (Intune / Zscaler) to enforcement points (Zscaler posture profiles, Intune actions, ICAM system integration, ect)
  • DLP engineering and operations: Zscaler (about 20%)
    • Assist the Data Pillar SME in designing and tuning Zscaler data protection policy: Inline Web and Private App DLP, Endpoint DLP, outbound Email DLP, CASB / SaaS API scanning, GenAI DLP, and Device Control.
    • Build DLP dictionaries and engines, including EDM / IDM / OCR fingerprinting for agency identifiers.
    • Translate legacy DLP rules into Zscaler equivalents; run monitor-then-enforce pilots and parallel operation.
    • Integrate DLP telemetry with the SIEM (Splunk via NSS / log streaming) and incident workflow (ICAP, incident receiver, workflow automation); co-author SOC playbooks.
    • Support Exchange Online mail flow integration, TLS / SSL inspection decisions, and endpoint client prerequisites with the owning teams.
  • Compliance, documentation and stakeholder delivery (about 15%)
    • Map data controls to NIST SP 800-53 Rev 5 (AC, AU, MP, SC, SI families), DHS 4300A and OMB M-21-31 logging requirements; support RMF / ATO artifacts.
    • Write and brief deliverables to government leads: maturity reports, decision memos, runbooks, RACI and change requests.
    • Run working sessions with security policy, cloud infrastructure, SOC, data platform and privacy stakeholders.
What You’ll Need:
  • Bachelor's degree in Computer Science, Information Systems, Cybersecurity or related field (4 additional years of relevant experience may substitute).
  • 10+ years in IT or cybersecurity, including 5+ years focused on device security, device governance or DLP.
  • Handon-on experience with MDM implementation (Intune preferred)
  • Experience with Zsclaer ZIA, ZPA, ZCC, and posture profiles
  • Working knowledge of the Microsoft 365 ecosystem, license levels, and feature availability
  • Hands-on experience designing and tuning an enterprise DLP platform (Zscaler preferred)
  • Working knowledge of ICAM systems (EntraID capabilities and integrations, ABAC, real-time risk assessments, AuthN vs AuthZ, SAML, OIDC, ect)
  • Working knowledge of the CISA Zero Trust Maturity Model, NIST SP 800-207 and NIST SP 800-53 Rev 5.
  • Experience on a federal program with RMF / ATO, FISMA and SIEM log integration (Splunk preferred).
  • Strong technical writing; able to produce client-ready assessments and brief government leadership.
  • U.S. citizenship; able to obtain and keep DHS suitability.

Set Yourself Apart:
  • Prior DHS experience, ideally USCIS or CISA; familiarity with DHS 4300A.
  • Zscaler certifications (ZDTA, ZDTE or Zscaler Data Protection specialist track) or delivery of a Zscaler DLP rollout at 10,000+ users.
  • Microsoft certification focused on device security (MD-102, SC-300, SC-200 ect)
  • Security certification: CISSP, CCSP, CISM
  • Experience implementing Microsoft Intune, Zsclaer, and integrating with other tools
  • Experience migrating from a legacy DLP or insider-risk toolset to a SSE / SASE platform.
  • Active Secret or higher clearance, or a current DHS background investigation.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
